The Embassy of Azerbaijan in the Russian Federation has held a press conference regarding the laws that will be applied to migrant workers in the Russian Federation from January 1, 2015, APA’s Moscow correspondent reports.
Azerbaijani Ambassador to Russia Polad Bulbuloglu and Deputy Head of the Federal Migration Service department for work with foreigners Dmitry Demidenko attended the press conference.
Polad Bulbuloglu recalled the meeting Federal Migration Service Head Konstantin Romodanovsky with the CIS countries’ ambassadors.
“From 1 January 2015, Russia will tighten laws related to labor migrants. Of course, we want our citizens to work in their own countries and give benefits to their homeland. However, some citizens, for whatever reasons, come to Russia to work. Those citizens should be aware of the changes in the country’s migration legislation. Otherwise, the citizens will be fined for violating the law and can be deported from Russia,” he said.
Dmitry Demidenko, deputy head of the Federal Migration Service Department, gave information about the amendments made to the migration legislation.
“A foreigner visiting Russia without a visa needs to express the purpose of his/her visit at border crossing points. If foreigners come to Russia to work, it should be mentioned in the migration card. Then he/she should get a patent. Only a foreign citizen that noted the working purpose of the visit in his migration card can get a patent within a month. Those not applying for patent in this period will be fined. Duration of patents will be from one month to one year. The patent term can be extended for up to one year,” he said.
The FMS deputy head said foreign citizens have to pay state duty for patents every month. This charge will vary depending on the subjects of the Russian region. These duties will vary depending on the subjects and regions of Russia. For example, foreigners have to pay 4,000 rubles per month ($ 75) in Moscow and Moscow regions, 900 rubles ($ 35) in St. Petersburg. These duties have to be paid by the employers of foreign citizens. This amount will be deducted from the salary of a foreign citizen.”
Demidenko also noted that foreigner should submit a certificate proving the absence of AIDS and other dangerous infectious diseases, a document proving the knowledge of Russian language, history and legislation for obtaining work permit: “We are confident that it will reduce the number of cases of illegal workers and illegal residence in the territory of Russia,” he added.
