Education Minister Mikayil Jabbarov has made such a statement in his speech at the first congress of Azerbaijani scientists.
The minister said 939 out of 1,267 doctors of sciences and 5,011 out of 10,444 doctors of philosophy currently work in the education sphere. He also said analysis of the age of doctors of sciences working in the education area shows that there are no doctors of sciences under 30 years of age at state universities. Those over 61 years of age constitute 63.9%.
As for doctors of sciences, according to the minister, 0.7% of them are under the age of 30, while 18% are above 61.
“Taking the situation into account, we intend to take some measures. First of all, works are underway to form and improve legislation on PhD, organize PhD education and prepare normative legal documents defining its content, develop and confirm education programs, adjust PhD education to the Bologna process and enhance the quality of education, and apply per capita financing. Our current education system must be able to produce adroit personnel who would be capable of learning throughout their life,” the minister concluded.
