CEC Chairman Mazahir Panahov addressed the meeting. Chairman provided detailed information about preparation and arrangement of elections. Panahov announced the results of the voting. He stated that according to the results of CEC , presidential candidate Ilham Aliyev collected 88.73 % votes (3.232.259), Igbal Agazadeh 2.86 % (104.279), Fazil Gazanfaroglu 2.47% (89.985), Gudrat Hasanguliyev 2.28 % (83.037), Gulamhussein Alibayli 2.23 % (81.120), Fuad Aliyev 0.78 % (28.423) and Hafiz Hajiyev 0.65% (23.771).
Panahov added that CEC had not received any appeal on the results of elections. Deputy CEC Chairman Svetlana Gasimova stated that international actors announced that elections were held democratically. Gasimova added that this election could be an example for several countries. CEC Chairman noted that the results of voting were cancelled in eight polling stations and it was linked with crossouts in final protocols. Chief Adviser of State Statistical Committee Narmina Guliyeva , Head teacher of Constitutional Law Department of Baku State University Elshad Nasirli addressed the meeting. Experts stated that the results of elections were law-governed. Moreover, court personnel made consultation to pass a decision.
After consultation, Chairman of Constitutional Court Farhad Abdullayev passed a decision. Abdullayev stated that 3 232 259 electors voted for Ilham Aliyev. Chairman noted that presidential candidate Ilham Heydar Aliyev had been elected the President of Azerbaijani Republic according to the demands of Article 203.4 of Electoral Code, second part of Article 101 of Azerbaijani Constitution.
Abdullayev stressed that plenary session of Constitutionals Court approved the results of CEC on presidential elections announced on October 19, 2008 and Ilham Heydar Aliyev was elected the President of Azerbaijani Republic.
The decision is resolute and cannot be changed and approved by any organization and official.
