The document sets legal grounds for the annexation of the peninsula to Russia and March 16 referendum. If the people support annexation to Russia, Crimea will be declared an independent and sovereign state. Later, “independent Crimean Republic” will appeal to Russia for Crimea to be annexed to the country as a federal subject.

The Declaration refers to the right to self-determination reflected in the UN Charter and other international documents and decision on Kosovo’s independence passed by the International Court of Justice on July 22, 2010. According to the decision of the court, it does not run contrary to the international law, if a part of the state declares its independence.
