EU urged to impose sanctions on Karabakh separatists

The sanctions imposed against separatists in Ukraine must be also applied to the separatist regime of Nagorno-Karabakh, Azerbaijani MP, deputy chairman of the OSCE PA Committee on Political Affairs and Security Azay Guliyev said at a meeting of the OSCE PA Bureau.

 

He said that the aggravation of the situation in Ukraine does not promise anything good for the region.

 

Guliyev said OSCE PA should resume the activity of the Baku Group created for the settlement of the Ukrainian crisis, and intervene in this process.

 

He also expressed support to the imposition of sanctions by the European Union on the Ukrainian separatists and added that these sanctions should be a signal for all separatist regimes.

 

The MP expressed regret that some countries do not impose sanctions with respect to the separatists of Nagorno-Karabakh and even invite them to visits and thereby stir up radical separatism.

 

He said that next year will mark 40 years since the adoption of the Helsinki Final Act and the OSCE Parliamentary Assembly should seriously prepare for this day and make a detailed report on how these principles are implemented.

 

The MP said that Joao Soares, who prepares the report, should pay special attention to the violation of these principles in relation to Azerbaijan, Moldova, Georgia and Ukraine.

 

He went on to add that the OSCE Parliamentary Assembly, in accordance with its mandate, should adopt a resolution to prevent violations of the provisions of the Helsinki Final Act.

 

Initiative of the Azerbaijani MP on the preparation of such a resolution was approved by the European colleagues.

 

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

 

The two countries signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group, Russia, France and the US are currently holding peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on the liberation of the Nagorno-Karabakh and the surrounding regions.
