Forbes has publicized the rating of former USSR cities for doing business by Russians. Azerbaijan’s capital has also been included in this list.
During the development of the list, payment power of the population and low tax load, as well as simplicity of visa regime, status of Russian, non-residency of registration of the companies have been taken into account.
The rating included 20 USSR cities and was headed by Mink (Belarus). Top ten includes Tallinn (Estonia), Vilnius (Lithuania), Almaty (Kazakhstan), Astana (Kazakhstan), Riga (Latvia), Kiev (Ukraine), Yerevan (Armenia), Tbilisi (Georgia) and Baku (Azerbaijan).
Other cities are Kharkov (Ukraine), Bishkek (Kyrgyzstan), Odessa (Ukraine), Donetsk (Ukraine), Dnipropetrovs’k (Ukraine), Chisinau (Moldova), Dushanbe (Tajikistan), Tashkent (Uzbekistan), Ashgabat (Turkmenistan) and Moscow (Russia).
90% of loans allocated on country falls to share of Baku, where average monthly salary is $754: “Number of crimes in this city is few. In 2013, 4.5 crimes were recorded for 1,000 persons”.
